China’s maritime strategy: will Beijing seek to challenge Western naval dominance on the high seas?

The People’s Liberation Army Navy (PLAN) is undergoing a transformation from a coastal defense force to a blue water navy capable of challenging an opponent beyond the « first islands chain » (Japan – Taiwan – Philippines – Malaysia) in the Western Pacific. Will Beijing seek to challenge Western naval dominance on the high seas? China is now building a second aircraft carrier and establishing a logistic facility in Djibouti but so far, it is not trying to imitate the US or the Soviet models to seek global dominance. If Beijing were to elect such a course, it would need to establish naval bases abroad and deploy carrier groups permanently, two propositions that would require a major redefinition of China’s defense policy.

Mr. Alexandre Sheldon-Duplaix, Researcher and lecturer at the Navy Historical Service in Vincennes, at the Paris War College and at the Brest’s Naval Academy, France.

The seminar is chaired and organised by Prof. Jean-Pierre Cabestan (HKBU) and Dr. Sébastien Colin (CEFC).
